Bill: National Libraries Act
Details
Submitted by[?]: Green Socialist Party
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: May 2469
Description[?]:
We, the GSP, would like the national government to have some form of funding and operation of libraries. We think that a local government might pass this duty off, and might be worried about the funding and development of greater issues or more important civic duties. The people of the Pontesian Dynastic Commonwealth should not be punished because their local government has bigger fish to fry than the funding and maintaining of libraries. We believe there should be at least some sort of funding from the national level. |
Proposals
Article 1
Proposal[?] to change The government's policy towards the funding of libraries.
Old value:: Funding and operation of libraries is left entirely to local governments.
Current: The national government controls a vast and comprehensive system of public libraries.
Proposed: The national government provides local governments with funding to operate libraries.

Message | The Social Democrats support our nation's libraries and firmly believe some level of national funding is appropriate. However, we feel as if this bill goes too far and cannot support it in its current form. The GSP's alternate proposal whereby the national government provides funding but leaves control to the various localities sounds ideal to us. |

Message | Private and institutional libraries and private bookshops exist already. Local governments need to sort out their own funding and local industry can support if necessary or for PR. We are vociferously opposed to this bill. |

Random fact: In cases where players introduce RP laws to a nation and then leave, Moderation reserves the discretion to declare the RP laws void if they appear to have fallen into disuse. In particular, please bear in mind that a player who is inexperienced with Particracy role-play and has joined a nation as the only party there should not generally be expected to abide by RP laws implemented by previous players who have been and left. |
