The Parliament of the Beluzian Republic,

Observing the failure of the Act regarding the installment of Fiscally Responsible Tuition Fees;

Believing, nonetheless, that subsidising tuition fees for rich students is not efficient;

Implements means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.

MessageThe SLP believes the current system of tuition fees needs reform. The current system subsidises the rich as well as the poor, and it does not remove barriers for the poorest of students as fees still have to be paid.

The SLP suggested a system whereby the poorest students are subsidised but the wealthy students are not. This proposal was rejected by the House.

Our alternative suggestion would be a system of means tested loans, but more importantly we would like a reform that we know, beforehand, will carry a parliamentary majority based on these principles. Therefore I invite all parties to state their views on how best to accomplish a fair system.
