Description[?]:

In order to own Domestic "pets" people must register these animals with the Government.
There will be no limitation on numbers or type of domesticated animals, but the licences will be issued in order to guarantee the well being of said animals as well as their prospective owners. Should there be reason to believe that any animal is being kept or treated cruelly then said licence will be revoked, the names of the owners will then be recorded on a National database which is accesible by all National and Regional Governments and animal rights groups. The owners will then be charged with the upkeep of aforementioned animal until such time as it can be placed in a new home.

Licence applications will be available from all Post Offices, direct Mail Order and the Internet.

MessageI would prefer if the animals were registered with the local government rather than the national. It seems like an issue that should stay out of the national government, it would use up time and resources and put an increased burden on the government. Local government should be able to deal with this issue.

MessageThe problem with allowing local govt. control is two fold:
1. Each local Govt. has to be linked together in order to guarantee that people don't get banned from one Constituency and just move to another and get another licence and animal.
2. A single National database (as mentioned in the bill) would be cheaper than operating each local Govt. having there own database/body providing licences, as well as allowing a more coherant policy.
