For now, identity cards are not given to citizens. It is proposed that citizens are given identity cards on a voluntary basis, so that government officials and people who work for the government can be identified as possible threats. Ordinary citizens won't need identity cards, but if they want they can get one. But, it is important to know exactly who works for the government, because this can minimalize possible threats.
