It does NOT say that the Publicly owned Space Agency is "prohibited" from doing space exploration, but rather that it CONTRACTS some of the work. If the Minister of Science & Technology wants to save the people's taxdollars by DIRECTLY exploring space, he is ABSOLUTELY free to do so. In a nutshell, this bill will VIOLATE the Likatonia's civil liberties and general freedom of commerce to explore Space on their own---given that they have a permit by NASA. With a government permit, why can't the Hilton sisters build "The Martian Hotel" that once there is a oxygenated colony on that planet??? |
