In a continued attempt to increase federal style government in Malivia we present this bill for consideration by the Parliament.

Now that the regions receive proportional sized representative allotments, the power of the smaller regions has been decreased. - Their power must be increased somehow, to restore balance. This bill seeks to attempt to do that.
