These proceedings have shown that if there is a case where the President is from a minority party, then the formation of a cabinet can be very troublesome. Non-sitting parties currently have no official say in the makeup of the government. Larger parties who feel in some way aligned to smaller parties may well include them in government, so might the president. The problem is that a presidential choice means that if the president is not in sync with the majority of the legislature - which is more representative of the whole - then no government at all is formed, minor parties or not. |
