In order to maintain the welfare of Exotic Animals, and to reduce the trade of those animals unsuited to the climate of Hobrazia without owners instituting the required provisions for the keeping of such animals, the Government will regulate the trade, including the import and export, of aforementioned animals. The ASA is permitted to inspect any owners homes, and have a member of staff on hand, before and during the importation/exportation of said animal to guarantee the health and welfare of the creature and the ability of the owners to look after it. Should the ASA, at any point, feel that it would be either: dangerous for the animal or, dnagerous to the ecosystem, for any exotic animal to be imported, for whatever reason, than the ASA is granted the autonomy to deny import and or remove said animal. Lists of animals safe for importation will be maintained by the ASA and will be accesible to the general public. A specialised licence is required to be purchased by the owners, or possible owners of, any Exotic Animal before purchase of said animal, at which point a check on the aforementioned person will be carried out to guarantee the ability of the owner to care for the animal/s. This data will be added to the National Databank mentioned within the previous Domestic Animal Bill. |

Message | But there is still no way to guarantee that a animal that is foreign to our ecosystem will not get loose. Allowing exotic fish for example is no problem until that fish get's to big and the owner lets it go in a local river that wasn't meant for that kind of fish. He may destroy either the food source our directly kill the local species by eating or attacking them. It's risky alowing animals into a ecosystem that can't handle them. |

Message | The LPU makes a very valid point, although obviously not all exotic animals will damage our ecosystem should they get loose. However, we have faith that the ASA and other zoological professionals can risk-assess any species that may be imported and decide on a case-by-case basis whether they should be allowed into the country. If this or a similar proviso is included in the bill we will offer our full support. |
