Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

Message | We'll be voting no. The SCP is the fifth largest party, and you've given both the sixth and seventh largest parties positions, but no the fifth. If a cabinet proposal that included all the parties, we would not object to small parties being included, but currently we do not agree. |

Message | The role of a cabinet is not to represent, but to execute the laws voted by the legislative. The Apella has the role of representing the Sekowan nation and its various opinions, needs and interests as expressed by the political parties. A cabinet need not be formed of all parties or just the large parties, but needs to have a stable support from the legislative. One could for example take the situation that in the nation X there is a large party called a that holds 49% of the legislative seats, and 17 other small parties (b, c, d, e,....m), each holding 3% of the parliamentary assembly. It would be perfectly legitimate if parties b, c, d, e,....m formed a coalition cabinet supported by 51% of the legislative excluding party a. |
