Bill: Peacekeeping Co-Occupation Resolution

Details

Submitted by[?]: Wessex High Imperial Party

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: July 2482

Description[?]:

Friends:

WHEREAS The UU party has been sent word from the Jakanian Head of Government, Mr George Falco, asking when Pontesi would like peacekeeping forces sent into Tadraki to help alleviate the current war there and to prevent nuclear annihilation. Apparently, Jakania barely passed the measure allowing peacekeeping troops to be sent.

WHEREAS This is the response I sent to Mr. Falco (more to this bill following the UU response:
_________
To Mr. Falco:

We have not heard from our Atabeg Accipitrum or Chancellor of Foreign Affairs for a while--the nuclear warhead bill proposed by the EPRP is still in debate and has NOT been forwarded to vote. We find hope in this. In the meantime, I will again propose, through the Utopian Universalist Party, a cease-fire in Tadraki and request permission from our August Parliament of the Cedar Throne to invite the peacekeeping force into the area as a co-occupant alongside Pontesian troups. This is as far as we feel comfortable going without discussing the matter with our Atabeg Accipitrum directly. Please be at the ready to co-occupy.

Signed,
Simon Templar, Chancellor of Internal Affairs

Co-signed
Portia di Venicci, Chancellor of Justice
Nicolas Copernicus, Chancellor of Science and Technology
Magister Ludi Joseph Knecht, Chancellor of Education and Culture
[Sir] Thomas More, Head of the Utopian Universalist Party of Pontesi

________

WHEREAS You will note in Chancellor Templar's response his express unwillingness to speak for our Atabeg Accipitrum or for our parliament. The UU party is therefore once again asking the August Parliament of the Cedar Throne to pass a bill allowing the MCTO to send peacekeeping forces into Tadraki to co-occupy the country with Pontesi to maintain the ceasefire issued also herein until such time as the peace conference begins.

Therefore, BE IT RESOLVED, that a cease fire be issued in Tadraki if all warring parties in Tadraki agree to a cease fire, and that this cease fire be issued from the warring parties to our government directly.

BE IT ALSO RESOLVED that Pontesi allow peacekeeping forces from Jakania to co-occupy Tadraki with Pontesi troops.

BE IT ALSO RESOLVED that the peace talks commence as soon as possible.

BE IT ALSO RESOLVED that Pontesi proper make welcome an ambassador from the MCTO to stay in a hotel of modest means in LERNA under the protection of the Ministry of Internal Affairs, paid for by the Ministry of Finance--that is, if the ambassador so wishes to come to our country.

MessageThe Social Democratic Party believes that what had been a regional war for the protection of a minority population within Beiteynu is very near becoming a nuclear war involving several countries. It is time for sensible heads to prevail and peace to be negotiated.

We propose one amendment to the above resolution, that a cease fire can only be issued when all warring parties agree. Pontesi cannot disarm until it has the assurances of other countries that they will as well.

We do believe that a Jakanian peacekeeping force would be a welcome addition to Tadraki if only as a deterrent to other invading forces.

MessageWe have yet to recieve a confirmation that Gran Tadraki will become the free state under the neutral protection of Jakania peacekeeper from Beitenyu. We must wait for the response until the Beitenyu government accept that offered.

MessageCan we, however, still pass this resolution since it states explicity that this is a cease fire only as long as all parties involved agree to stand down and that it initiates peace talks? There is nothing in this resolution that says that peace will be the eventual outcome of the talks, just that they will begin--we consider this right action and a good faith display.

MessageWe see this as a good step. Didn't we agreed that Gran Tadraki become a full neutral zone, not an area of co-occupation because I remember they were not to happy about co-occupy and would treat us as aggressors. But it did look like that they would settle for a international peacekeeping force for Gran Tadraki, but they wanted political control, I said nope, just because its a 'neutral zone'.

Those are just my thoughts.

The Beiteynu government has stepped down to use nuclear force against you. I agreed with the ETPRP, the Beiteynu government hasn't really said anything recently, your resolution might be jumping the gun.

MessageYes, the area is to a neutral zone, that is fine with the UU party--but we will defer to the EPRP on this matter and await confirmation of this addendum by the Ministry of Foreign Affairs.
