Accepting that the Public sector can provide efficient and reliable public services, whilst also accepting that the lure of increasing profitability and improvements in price and quality engendered through private competition can, in those areas that are not reliant on a purely non-profitable service provision, improve the goods purchased by the public, the Government will allow private investment and operation in all areas of business that are not directly required as part of essential public services.

Business sectors deemed to be essential public services include:

Public Transportation (as defined in the Ministry of Transport and Infrastructure: Ownership and Operation of Local and National Transport Networks and Services Act);
Public utilities (including water supplies, electricity provision, via the National Grid, and gas supplies);
Primary medical care facilities via the NHS;
Essential Rescue Services (including Police, Fire, and Ambulance services as well as sea and land rescue operations).

The private sector will be allowed to compete in all other areas of economic life, primarily in production, retail and banking sectors where its ability to operate flexibly and quickly to changing economic conditions will provide the best provision to the public, although they will also be allowed to operate additional healthcare facilities and provide charitable rescue operations that will work with the public rescue services. All industries will, however, continue to have specific regulations imposed on them where necessary in order to maintain quality of product in both the public and private sectors.

MessageWhile we could have supported article 2, we can not at all support article 1. Tax money is vital to Hobrazia. The government provides many, many services, and this requires large amounts of funding. This tax decrease could drastically, drastically decrease funding for government services.

Message@HFP: The tax reduction has been calculated to be within government suplus margins, this being the primary reason for there being so much time between the nationalisation of all industry and the privatisation of those areas not vital for public services. We would, however, be willing to modify the taxation level to closer to 15-20% if this would be more acceptable but would point out that the newly re-privatised industries would require a return on investment in order to make a business plan worth there while.

@CPoH: We have no intention of creating an "oppressive capitalist economy" which is the primary reason for not privatising all industry. We accept that competitive private companies provide products at a better scale than the public sector but, as can be seen by the above bill descriptor, we have no intention of selling off vital public infrastructure.
