As it stands, the number of students who are able to go to college are limited by the money that is available in the government to let them go. With this change, those who can afford to pay for part of their college education themselves (or with scholarships) will be able to use that money, allowing the government to subsidize more students' tuitions rather than covering the tuition of those who already have enough money to go.

MessageIn practise I interpret this is a cut in the educational system? It also means that all talent in the country will not be able to attend the education they are fit for. Those positions will be reserved to kids with wealthy parents as understand this proposal. No, the SEP believes the current system is more effcient than the proposed one.
