The Federated Parliament of the Federated States of Rutania, Believing that the Federal government needs to be fiscally responsible and prudent in its spending decisions; Observing that space exploration requires a large-scale effort, beyond the means currently available to the Rutanian government; Considering that the Rutanian space programme has brought Rutania nothing of worth; Encouraging private exploration of space by commercial private enterprises in Rutania; -Abolishes the Rutanian Space Agency until space exploration becomes viable through international partnerships -Calls upon the Foreign Ministry to ratify the Treaty Establishing the Terran Space Agency ( http://82.238.75.178:8085/particracy/main/viewtreaty.php?treatyid=13 ) when this treaty moves into the ratification stage. |

Message | I doubt amateurs would be able to succesfully launch a rocket into space. If you put a billion $currency sattelite into space you want to be damn sure that it does not explode randomly. We see no need to ban Rutanian businesses from engaging in the exploration and exploitation of space, until we can establish a multinational initative that can actually *support* a space programme. But with 50 million inhabitants, Rutania is just too small. Our general point of course being that *general* safety and environmental regulations obviously apply to space technology industries as they apply to normal industries. |

Message | The problem, you see, is that precisely because launching things into space is so expensive there is more incentive to cut corners. Unregualted amateures are likely to get themselves killed. Unregulated professionals are likely to kill millions if they cut corners. Just like Rutanian industry, safety regulations are required, although we agree that the national space programme (which should only launch things vital to the nation and its defence - like spy sats, GPS sats and communications sats) should not have control over the free market. We are, however, completely against this silly terran space agency stuff. |

Message | No it isnt free, RSDP, the Government pays private companies to do it for them. The Government has complete control of space exploration in Rutania which clearly is not good, however we need a government space program alongside private space *exploration* to launch government controlled things like spy sats, GPS and communications satellites. |

Message | Current legislation does not say the Government has complete control of space exploration, it clearly says that the Government contracts with private space exploration companies for the purpose of realising projects the Government deems necessary, and that the Rutanian Space Agency oversees private space exploration, meaning that all private space exploration projects have to be approved by the RSA in order to prevent things like the example you gave, namely that "under this proposal someone could launch a nuclear powered satellite near a populated area." |
