Prisoners are to be provided with the basic education to more effectively facilitate rehabilitation. Furthermore, prisoners will be given the right to work within prisons, carrying out certain jobs for a small wage. This better utilises a currently inactive pool of labour and once again provides prisoners with skills which may be useful in rehabilitation.

MessageReally I would prefer to make working mandatory. Prison is for punishment and is itself a violation of the convict's liberty. If the prisonterm itself is made more unpleasant they can be realeased more quickly without decreasing the deterrence value.

MessageI see your point but don't really think that work should be mandatory. I feel that education should be and that this is the way to try to reform convicts. Work should be an extension of this seeking to teach convicts further skills that would be useful in rehabilitation. Obviously there are also the more unpleasant jobs but this could be noted and if the prisoner is active within the education system and chooses to work as well then early release would be possible. Making work compulsory seems too much like forced labour which violated their human rights (yes they have forfeited their liberty but we cannot force them to work. They should not remain idle but should be involved in intensive education and rehabilitation programmes).

MessageI agree that the main purpose of the work should be to support the rehabilitation programmes. However I don't have the same view as you do on forced labour.

MessagePrisoners have not forever forfeited their liberty. No one can forfeit hir human rights. The prisoners have though taken something of great value (possibly the life) from their victims, and so something of great value must be taken from them. Their liberty for a limited time, or their right to not be forced into labour might be such a thing.

MessageAlso you have the problem with people who refuse to be rahabilitated. There are a few criminals in each country who refuse to do anything cooperate with wards, harass prisoners who do try to reform and always do ever worse crimes. Keeping those working prevent them from making trouble for a time and might make them rethink their attitude to rehabilitation.

MessageWe see what you say about the hard core of uncooperative prisoners but we still don't think that compulsory labour is the way forward. Anyway, it appears you have removed your proposals and are supporting mine, for that I thank you profusely and will support your Fair Justice Bill, with the proposals on the use of the Death Penalty.
