Working together with the Minister of Internal Affairs, Reynard Muldrake, the Ministry of Defense has received critically important intelligence that a new terrorist-style group calling themselves the "Anti Goon Alliance" has taken root in Vanuku.

In an emergency session with Chief Executive Officer Fox, the Ministry of Defense is declaring a state of emergency and issuing a series of Emergency Orders.

These emergency orders are temporary and nature and will be repealed at the culmination of the state of emergency. For now, however, these orders are vital to the survival of the Vanukuan way of life, public safety, and to eliminate the threat to public and private property!

Emergency Order #6 authorizes the police and military forces to use all measures deemed necessary to encourage suspects arrested on suspicion of terrorism or membership in a known terrorist organization to give up information. Time is of the essence and the Vanuku National Police and the Vanuku Armed Forces do not have time to mollycoddle suspects in hope they will willingly confess or reveal information.
