Dear Distinguished Members of the Convocation: The AM Radical Libertarian Party recently pointed out that there was small surplus in the budget. Our views on spending the surplus are relatively simple and cut n' dry in order to create JOBS for millions of POOR citizens in the Axis Mundi Likatonia Res Publica: (1) RAISE the Luxury Tax that wealthy Lukatonians pay from 22% to ~35%; (2) ABOLISH the income tax for ALL Middle Class and poor familes below 11,429 LIK--[OOC: 11,429 LIK is the equivalent to ~50,000 British Pounds]. (3) [IC]: Establish a 20% FLAT Tax on the wealthy citizens making above the 11,429 LIK threshold; (4) Revise and simplify the budget as according to the following formula: (a) 50% for National Defense (military) (b) 4/5th (80%) of the remaining half of the budget should be SUB-divided equally into the Finance, Education, Infrastructure, Trade & Industry, Science & Technology, and the Justice Dept.(s). Message | If 11,429 LIK is roughly 50,000 British pounds, then 2,286 LIK should be spent on each student per year in education alone. In almost any nation, about 10 percent of the population are students in some level of education. So, there are approximately 17.3 million students in Likatonia. All levels of education in Likatonia are free, and for good reason. Thus, if you do the math, you will find that your education budget should be, at minimum, about 40 billion LIK. This only accounts for the educational budget, not for the cultural budget. Then, you should spend about 115 LIK per citizen per year on the cultural budget maintenance, for things such as libraries, museums, and national historical sites. So, you would spend about 20 billion LIK on the cultural part about the budget. This means that the total education and culture budget should be about 60 billion LIK, and you're actually trying to lower the budget; this makes no sense or sanity. Before you burst into "50 percent defense," you should assess the education and culture ministry first, and then grant 50 percent money towards defense, if you like, with the money that is left over. A nation cannot be great without great education, and without a great country, there is nothing worth defending. |

Message | [IC] Immeressen, what HAPPENED??? I re-submitted the budget accomodating your requests for funding of Foreign Affairs, Internal Affairs, and Head of Government!!! That was the only problem that you listed. [OOC] John, thanks for your feedback. Well, the 40 Billion that is used to finance PUBLIC education is actually WASTEFUL for the simple fact that private and parochial schools charge tuition for ~1,100 LIK per year which amounts to private education being 50% CHEAPER than the public school education. Ironically, though, the GRADUATION rates from Immeressen & Catholic high schools are over 90% while that of public schools is not even 65% with the higher proportion being girls. Therefore, what SENSE would it make to "throw money at a problem" if you still do not get RESULTS??? Rather, the CWFP believes that the State should provide universal education for ALL but done more EFFICIENTLY via the Free Market---[cf. http://www.nycfamilies.org]. Message | Yes, well we also think that every educational system on Terra should be totally privatized, yet totally paid for by the state. This would result in higher graduation rates, and more money would be available for the schools to utilize and give even better education than they get now. Our nation (Barmenistan) has a totally private system (secular private; religious schools are banned for what we perceive as good reason); there are no public schools. Yet we spend the equivalent of hundreds of thousand of USD per student per year to each school, and all education is free in all levels (except Pre-K, which is unnecessary, so only the poor get free Pre-K because it is usually poor families that need Pre-K anyway), and we, not coincidentally, have the best education system in all of Terra. We also have a great educational minister (controlled by our party). |

However, if you have a PRIVATE school system, then that means that the State can afford to cut education spending nearly in HALF since private education is cheaper. Also, how can you say that your educational system is "the best in terra" when you deny one of the most BASICS elements of Human Freedom: RELIGIOUS Education (optional, of course) |
