As many showed interest in a true constitution, rather than the generic game one, this bill is for discussions of what it will look like. The finished constitution will take the form of a treaty called the 'Constitution of the Federation of Sekowo'. Message | While we take issue with the declaration that rights are "inalienable", we generally support the Independence Coalition's proposal, with the following caveats: We oppose the following provisions: 4. (We do not believe these are inherent rights, but are rather privileges) 8. We do not believe it should be constitutional to prohibit the free exercise of religion. 9 & 10. These seem to want caveats: do incarcerated criminals retain these rights? 12. "Degrading" is relative. This provision would encourage judicial legislating, something we would like to avoid. 13. "Arbitrary" is relative. We oppose this provision for the same reason we oppose provision 12. 14. While this provision is desireable in theory, in practice, all judges and juries are impartial in their own ways. This provision should probably be rephrased for clarity. 16. What is "without reason" is relative. We oppose this for the same reason we oppose provisions 12 & 13. 17. Why is this constitutional? If needed, it should be drafted as a law. 19. We do not view this as a right, but as a privilege. We will support provisions 1, 2, 3, 5, 6, 7, 11, 15, 18, and 20. We may support certain other provisions if they are rephrased to be more clear, or to avoid objectionable terminology. |

Message | There is too much legislature in that draft. We will not support it; a Constitution should cover only very basic rights, not extensive legal matters. Moreover, several provisions in the proposed constitution may discriminate against cultural groups, and many deny local governments the power to determine these issues for themselves. |

Message | OOC: Constitutions usually do have alot more than the bill of rights section, which is really all I've done so far. The rights included are those important to the major blocs that have been expressed early on. |

Message | On the constitution created by the DSP, we believe that the following articles ought to be struck: 3, 5 (legislate it), 6 (which can be subsumed under article nine), 7 (legislation is fine), 14 (legislation kthxbai). Really, some of these articles are simply frivolous. |

We will, at such a time that it is more detailed and ready for a second round of scrutiny, bring this back to the attention of the legislature.
