Although we would greatly have prefered to have been able to propose these changes to the preceeding bill of a similar nature, apparently "the period of debate is over" and so we cant. We hope that *most* of Parliament can agree that these measures are sensible, practical and acceptable without the massive risks involved with the dangerous proposals but forward by the Liberty Movement. We believe that these proposals will allow the Government to launch vital satellite programmes and to ensure the safety of private satellite programmes, without unnecessarily stifling the private sector. ADDENDUM I The Government may contract the private sector to launch articles into space in the same way as a private individual or organisation. ADDENDUM II The Government reserves the right to deny permits to companies which it deems to have unsafe operating proceedures. |
