So as to guarantee that all peoples of the Imperial Republic are guaranteed a minimum standard of provision, but so as not to make any direct income provided by the Government to be so comfortable as to not encourage people(s) to seek employment, the Government will provide a minimum income guarantee.
This guarantee, provided via State benefit, will be provided to all persons who have no support so as to provide them, in conjunction with other State provided minimums, a guaranteed minimum level of subsistence.
This income, the make-up of which will be described in detail below, will not be provided for more than 1 year, or for each proceeding 6 months, unless proof can be provided that the person(s) claiming aforementioned benefit is actively seeking means of employment.
Proof of seeking employment can be provided by showing evidence of either:
a) Actively utilising State provided employment centres,
b) Showing responses from recognised industries and businesses of receipt of completed applications.
Failure to provide said information on request will result in the immediate revocation of benefit.

In regards those unable to work due to disability or some other incapacitating illness or condition, State Benefit will be provided as laid out below plus 20% of total income paid in the form of direct monetary payment upon receipt of proof of medical condition signed by a minimum of two health care professionals plus patients GP.

Make-up of minimum income guarantee:
20 HCR income paid directly into bank account, or cheque collected from local employment centre each week,
50 HCR food vouchers collected directly from local employment centre each week.

Total income MIG: 3640 HCR per annum.
Total income disability: 4368 HCR per annum

MessageWe may have to vote against this well-thought bill proposed by our honorable comrades. With the strong Hobrazian economy, we feel the government can afford to guarantee a good standard of living for all.

MessageWhilst we understand the position of our right honourable colleagues we feel that it is not the duty of government to guarantee a good living standard for all through direct payments increasing costs to the tax payer, rather it is the governments duty to provide a safety net should a misfortune happen and encourage people to return to work.
If the payments are set too high then there is no encouragement for people to work.

MessageWith employment so high, people that lose their jobs may have difficulty finding another job, as companies will likely have all vacancies filled. Perhaps those who are out of a job can instead be given a civil service job, such as maintaining the sides of roads. This would ensure them a steady money flow and at least repay their debt to the people.

Message@PKH: Those people who are legitimately out of work will continue to receive payments so long as they show they are attempting to find work.
This bill is not intended to harm those who have legitimate claims, rather we intend to make those who attempt to abuse the system be placed into a situation where their standard of living encourages them to seek employment.
