Recognising the great risks involved with both the creation and proliferation of nuclear weapons, this act calls for it to be illegal to produce, buy or store nuclear arms within the country for the safety of The Valruzian Federation and the rest of the world.

Message	Afraid not. nuclear weapons are the only effective deterent to a hostile nuclear force, and can threaten a conventional force as well, allowing us to actually reduce spending on nuclear arms. besides, The current legislation doesn't say we will build nuclear arms, it simply says we reserve the right to. I say keep our options open.
