We want to make sure that when and if we are at war, the military leadership is capable of making the most wise decisions possible. While unnecessary discrimination is inefficient it is sensible to allow our military leaders to be able to make judgment calls as to whether or not to deploy troops from different groups. At times it can be more beneficial to use troops of the same race as enemies, so as to take advantage of their experience with the enemy people. At other times, when there is a perilous mission that should have no chance of betrayal, it can be beneficial to use troops that have no member of the enemy's race among their numbers. This bill will allow the choice to lay in the hands of military strategists, for the benefit of the Malivian nation.
