MessageOnly 23,47 % voted for mandatory recycling. The rest voted for money spent, but has not agreed to use it in a way that is profitable for the government or the economy. They might only go there twice a year, but feel it is convenient to have.

We are not elected to the Senate to make things easy for the people unless it is responsible and also profitable in a kind that favors the people.
