In order that our people be best served by easily available, and affordable health care - a two-tier health-care service is proposed by the Anarch Anakrousite Party.

It is the belief of the Anarch Anakrousite Party representatives, that centralised health care would be able to provide more cost-effective health care, through leveraged price negotiations of medications, and centralisation of resources.

However, in order to uphold free market values, the Anarch Anakrousite Party recommends that a separate tier of healthcare be available to those who wish to invest their capital differently - allowing individuals to 'opt-in' to private healthcare programs.

Old Law: Health care is private, but is paid for by the state for people with low incomes.

Proposal: There is a public health care system, but private clinics are allowed.

MessageA free health care would increase government expenditure and therefore taxation enormously. The current system benefits everyone. Those who can afford it can pay for their own treatment when they need it, rather than contributing tax dollars. Those who can't afford it already have their health care paid for by the government anyway. The system is fine.

MessageI agree with the CPL on this one. The free market will determine the best medical care, and as long as the poor have subsidies for their care, they can make their own ch\oices as to what they want to do.

MessageI don't see how free health care affects government expenditure. The Anarch Anakrousite party does not suggest that a person must use BOTH available routes.

An example mechanism would involve a 'governmentally held' healthcare fund - that covers the 'public health care' (nobody suggested 'free'). INSTEAD of investing in public health care, a person could invest in private health care.

The AAP envisions that the first catchment would have to wait longer for SOME procedures (non-emergency), but would pay much lower premiums, and would have access to all of the 'state' facilities with no worries about 'insurance' details. The OTHER catchment could still receive EMERGENCY treatment at 'state' facilities, or could choose rapid response healthcare from private facilites - although private care premia would likely be a little higher.

Would the CPL abd RLP be willing to consider the bill if such was made implicit in the bill language?

MessageI suppose this sounds fine, the government preventing medical insurence from installing high premiums, but I am still not entirely sure if you have your costing worked out. If the government takes responsibility for a healthcare fund, then surely it will have to use subsidize the funds in order to keep premiums down, certainly the subsidies would be larger than the current subsidies to the poor to help them with their healthcare costs. This measure will increase government expenditure slightly, and we wonder if that is entirely necessary as the currrent system seems to manage ok.

MessageResponse to CPL representatives: We take your concerns on board, but feel that there may be different solutions to your perceived problems.

Example: AAP research shows that larger corporations can leverage more advantageous costing from suppliers, and it is THIS method that the AAP sees as keeping premiums down - plus the fact that more people are likely to pay into a national scheme with guaranteed lower prices.

Since the AAP envisions this program being sponsored by the consumer, our representatives also believe that the cost will be substantially lower, to the government, in comparison to the current scheme.

At the moment, the government has to pay 'private facility' prices for treatment of the poor - whereas, our proposal puts some facilities in the hands of the collective government, enabling the cost of care to be stipped to a minimum.

MessageAs long as govt. financial input can be kept down, and citizens are not prevented or discouraged from buying private insurance, then we see no further problem with tis bill.

MessageI would be in favour of free healthcare, and a tax raise. That way those earning more pay more - which is fairer than either the current system or the proposed. Healthcare is a basic right. I will support this bill but lobby for further nationalisation.
