MessageState governments must fund their own libraries. The citizens within the states currently pay for them through federal taxes, now they will pay for them through state taxes, should the states choose to have libraries. Citizens in Golavia will no longer fund the libraries of Kregon and Andalay, they will only be forced to pay for the libraries of Golavia.
