Some time ago we have started a good debate on the presidential powers, we think that this is the moment to finally establish and fix some important points.


Art. 1
The Président de la République is the higher institutional role in the country, he symbolize the union and cohesion of Jelbania and must be guarantor of democracy, liberty and respect between the different factions.

Art. 2

The Président must be independent and free in his actions and messages to the country, but for international messages he should consult the cabinet ( First of all the Head of government and the ministry of foreign affairs)

Art. 3
The president has veto power over troop deployment to foreign nations

Art. 4
the Assembly is able to overturn the president's veto over troop deployment with a 2/3rds supermajority.

Art. 5
The ministers shall regurlarly consult with each other on policies.


Art. 6
All official messages to foreign nations or leaders shall be signed by the prime minister , the minister of foreign affairs and possibly the Président, in case of divergence between the Président and the cabinet, the cabinet have the final decision.

MessageWe have one suggestion: that the Assembly should be able to overturn the president's veto over troop deployment with a 2/3rds supermajority. This will limit the ability of one man to circumvent the representatives of the people, but at the same time, linking this to the Deltarian declaration which passed 53-47 then was vetoed, would still prevent warmongering.
