| Article 1: ------------ The HPP believe in individual freedom, but not when it contradicts the common good. Furthemore we believe that performers of capital crimes such as terrorism and treason against our nation will never be worthy of staying in Hobrazia or even live. The harm they have done is completely uncountable and thus should be judged with the hardest penalty. Therefore we propose that the above mentioned reasons, if decided by our courts, shall be implemented. Article 2: ------------ It should be a possibility to punsih criminals and sentence them to do civil service. After all, this is also what prison labor is and we need a coherent legislation. Our courts shall by this law have the possibility of sentencing criminals to slavery in the period matching the crime (to be meassured after our already written laws). The sentence can take form of either civil service, direct correction of the wrongdoing, labor or other forms aimed at restoring a status qou between the sentenced and the victim. No direct physical punishment (such as beating etc.) shall be allowed and the sentenced criminal shall have acces to a decent living standard equal to that of a prison or if with minor crimes, the living standard of the sentenced criminal, had slavery not been sentenced. No other form of slavery or rule must apply other than that of the courts decision and breaking this rule will be seen as a criminal offence. A special guard patrol team (working a little like probation officers) will be assigned to those criminals sentenced to slavery and they shall keep contact with the criminal, overlook the punishment and look to that this law is upheld by everyone. After end punishment all slaves shall be released just as had they done time in prison. |
