The feeding grounds, migrating areas, and so forth do not neatly follow province lines. This is something that has to handled nationally. Also, if say a province contains a rare bird, there will be lots of hunters living there who want to 'bag' this bird, and who will elect a local government that supports them in their hunting of that species, even if it is deplored by the majority of voters in Zardugal.
