Message"This bill does make an important change, namely the transference of the authority to the government itself. The problem is local governments simply cannot handle this problem. The feeding grounds, migrating areas, and so forth do not neatly follow province lines. This is something that has to handled nationally. Also, if say a province contains a rare bird, there will be lots of hunters living there who want to 'bag' this bird, and who will elect a local government that supports them in their hunting of that species, even if it is deplored by the majority of voters in Zardugal. That is not right, for our people or our Zardugali fauna."
