MessageWell, the DSP would certainly rather have Socialist control over all of Sekowo; leaving things up to the local government prevents this (at a federal level, at least). Clearly, they don't want to leave those options open.

The question is, why was it left in when it was clear that the Normand Pluralist Party would not support any treaty expressly forbidding local governance?
