Description[?]:

We, the government of the Republic of Hobrazia, hereby accept that the Terran Olympic Games will be most definitely an apolitical event, free from all political and economic schisms. We pledge to uphold this and support the values of friendly competition, camaraderie and lasting international peace.

The rules and procedures for selecting a delegate are as follows:
1) The Hobrazian delegate is elected by Parliament's constituent parties.
2) Any party with a seat in Parliament may nominate itself for the position of TOC delegate.
3) Each nomination must be supported by two other parties.
4) If there are no additional nominations, an open poll is taken to gauge parliamentary opinion. A simple majority (ie. more yay than nay) is required to confirm the nomination. The result of this poll is binding, and no-one may vote no in the actual proposal.
5) If there are two nominees, an open poll will be taken over no more than one game year to determine which of the nominees will be chosen. Results of this poll are binding, and no-one may vote no in the actual proposal.
6) If there are more than two nominees, there will be two open polls similar to those used to elect our Chancellor. The two parties with the most votes in the first poll progress to the second. Whoever receives a majority in this poll is nominated as TOC delegate.
7) Regarding Sections 5 & 6: If there is a tie, the incumbent TOC delegate has the casting vote. If he or she is one of the nominees, they retain their post until after the next Games.
8) There is no limit on the number of times any one person or party may stand for nomination.
9) Each party has one vote in each poll, with one exception as defined in Section 7. Number of seats in Parliament, Cabinet positions, Head of State control and all other factors, political or otherwise, have no bearing on the nomination process.

NB: All voting takes place within the debate stage. No-one is permitted to vote no when the nomination is formally ratified. This is to ensure that political factors such as number of seats do not affect the nomination process.

We hereby delegate figure8 aka the Social Democratic Liberal Party as the first to represent Hobrazia at the TOC.
