Bill: Anarch Anakrousite Reform Bill - Identity Protection
Details
Submitted by[?]: Commonwealth Workers Army
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: March 2106
Description[?]:
The Anarch Anakrousite representative has been petitioned by constituents, to suggest steering the matter of Identity Cards back onto the debate table. While the AAP has supported the retention of the Identity Card as is, we perceive that we have an 'optional' identity card at them moment.... in that cards are issued, but are 'optional' to carry. We applaud this system, as it stands, but wonder if we could not take this the logic step beyond - that is, ONLY print Identity Cards for those who will be willing to carry them, thus saving the time and effort of civil servants who could be focusing on other, pressing national issues. We propose that: since DNA is currently connected from newborn Likatonians, as it has been for more than a decade, we are building an effective database of personal 'identity' material, even without the ID card... we would like to suggest, therefore, that the following prposal be adopted: |
Proposals
Article 1
Proposal[?] to change Government-issued identity card policy.
Old value:: All citizens are issued with identity cards but are not required to carry them.
Current: Citizens are issued with identity cards on a voluntary basis.
Proposed: Citizens are issued with identity cards on a voluntary basis.

Message | An identity card which is voluntary is useless waste. For it to mean anything, everyone must have one. |

Message | We would like to see ID cards totally rid of in this nation. However as my fellow MP's were not prepared to support this, it is far fairer to have ID cards distributed to everyone. A voluntary ID card is pointless, although citizens should't be forced to carry them anyhow. |

Message | We are against compulsary ID cards and support this as a step in the right direction. We see little problem with voluntary ID cards as they are a useful condensation of personal information and mean people dont have to take important documents anywhere - we see it more as a free government service than a half measure. |

Message | Response to CCU: How is the voluntary card a 'useless waste'? In the event of criminal inquiry, those that own a voluntary card, can more easily and swiftly identify themselves... thus, the law-abiding citizens will often find it more in their interests to request an identity card. On the other hand, if (as current AAP research suggests) 20% of the Likatonian population don't want ID cards, and won't carry them... why not save Likatonian funds, by not printing cards that will most likely end up in the shredder? |

Message | Response to the CPL: The AAP representatives agree with the CPL that identity cards are not automatically a 'good thing', but we don't see how it is 'easier' to hand them out to everyone... especially since we KNOW many people don't want them, and will instantly discard them. Our current thinking, is to issue them at Passport Offices, since they serve many of the same functions. The difference being, the Passport allows you to voluntarily identify yourself internationally (Note: Likatonia does NOT have compulsary passports), while the ID card would allow you to voluntarily identify yourself 'internally'. |

Message | Unbelievable. Defeated by a drawn vote, with almost exactly HALF of the votes uncast... |
