| In order to better represent the diverse demographics of the Likatonian populace, and to prevent the practice of discrimination, the AAP feels it must bring another Military Service Reform Bill to the debating table. While it has to be said, Likatonia has one of the BEST militaries currently mobilised, there ARE flaws in this institution. One of those flaws, is the fact that there seems to be an ingrained prejudice against certain minorities. Now, the AAP applauds the efforts of the military, and perceives a weakness in this non-representative policy - since we believe it risks disenfranchising those who WISH to serve. but are currently discriminated against - and this carries the potential of civil unrest, and, more worryingly, racial unrest in our inner cities. In effort to allay these worries, and in the interest of better representation, the AAP recommends that the government extend a very limited control over military recruitment - such that all OTHER policies are left intact, but this curtain of segregation is removed. |

| Message | To this government's knowledge, there are currently no restrictions on any demographic from joining the military. We seek to preserve this right of the military to screen their members in the future in case the government of Likatonia finds itself in a race or religious war and that recruiting certain demographics is a certain way to get turncoats and be the victims of espionage. |

| Message | Response to the CCU: In effect, you seem to be saying that we should limit minorities in the armed services, because different coloured skin makes people susceptible to treason? The AAP profoundly opposes such a view point, especially in as complex a culture as our own, proud, Likatonia. Does the CCU not realise that some of our enemies may have the SAME 'racial' and 'religious' profiles as we? That, in effect, by the CCU's OWN argument, we have built an army that another nation could entirely subvert, IF they were similar in race or religion? The AAP does not wish to REMOVE any of the current military screening, EXCEPT for the arbitrary refusal to those of certain ethnic/cultural backgrounds. |

| Message | We support this bill, and find CCU's objections ludicrous and prejudiced. Obviously if there is any proof of subversion or ulterior motives this is grounds for rejection, whatever the ethnic background of the applicant. CPL: This cannot lead to positive discrimination - it explicitly forbids any form of discrimination. |

| Message | The AAP agrees with the LPE - the whole point of this bill would be to LIMIT discrimination. It is not intended to 'boost' ethnic representation, or any other concern. ALL it is intended to do, is stop the negative discrimination that currently exists. |

| Message | Then the CPL has no problem with the Bill. However it may need to be considered that perhaps specific groups may need to regarded specially in the future, if conflict occurs. (OOC: I belive the game designers are bringing in ethnicities and religions. This means we will share some ethnic and religious ties with our neighbours. | Message | Response to the CPL: We thank the CPL for their support, and we certainly expect that the military will MONITOR the recruits it gets... of ALL ethnicities and cultures and creeds. We would never think to oppose the removal of proved dissent elements from our (vital) national defense. We simply believe that ALL applicants should be judged by the same standards. (OOC: Agreed, there is space for a variety of covert dynamics to play parts... however, a 'Conservative' or 'Democratic' offensive is as likely to invade Likatonia, as any given 'religious' or 'cultural' demographic... and yet we wouldn't think to ostracise our 'conservative' or 'democratic' servicemen). |

| Message | Response to the FCoL: The AAP would like to extend their tanks for the input, and assistance of the FCoL. We believe that the armed forces have mechanisms WITHIN the ranks, to enforce military discipline above and beyond personal commitments, that should ensure the safety and security of our troops. Also - it should be a fairly simple matter for the military to include disclaimers in their application material, that heavily reinforces the expectation of obedience to DUTY before ritual. |
