This bill proposes to establish two types of school - technical schools and grammar schools. Technical schools specialise in vocational education e.g. learning a trade rather than academics Grammar schools teach a traditional academic syllabus preparing pupils for university An examination for pupils leaving primary school at 11 years old should be introduced. Those failing the exam go to technical schools and those passing go to grammar schools. Those feeling the exam result is not a true reflection of the child's ability can apply for a retake of the exam if supported by the school. This education system will encourage children who do not succeed in academic subjects and thus dislike school and get poor qualifications to learn a useful trade to take into the employment market |

Message | By "free" it of course means payed for by the compulsory taxes people must pay in order to receive this "free" education. Even people who have no kids attending, or who attend public schools. |
