MessageWell, the story is that we have a base, (Fort Baltusia i think its called) that has on permantent standby the professionals, equiptment and materials nessisary to make a nuclear weapon. So at any point we may be attacked, within a short period of time we have a retalitory weapon. THats all we need, to have a weapon on permantent standby could be percieved as offensive.
