It looked like there would be the votes to pass a bill devolving power over family courts to local governments, but not enough to devolve also the power to determine who can initiate a divorce. We propose this bill as a compromise; it devolves only the power to decide the legality of divorces.

MessageWe usually support local governments decisions, but not in this case where we see human rights being infringed upon. For example, if a woman is constantly being beaten in a marriage, but lives in an extremely religious anti-divorce town, then she would be forced to stay with the abuser or go to jail. That's just wrong.
