It looked like there would be the votes to pass a bill devolving power over family courts to local governments, but not enough to devolve also the power to determine who can initiate a divorce. We propose this bill as a compromise; it devolves only the power to decide the legality of divorces. |

Message | We usually support local governments decisions, but not in this case where we see human rights being infringed upon. For example, if a woman is constantly being beaten in a marriage, but lives in an extremely religious anti-divorce town, then she would be forced to stay with the abuser or go to jail. That's just wrong. |
