Description[?]:
A public advertising campaign is introduced to explain the dangers of smoking to the populace. This is also backed up by a ban on all tobacco advertising of any kind, and the inclusion of prominent public health warnings on packaging. Smoking will also be banned in all Public places and Government owned institutions (a list of which can be found below). Any Public Houses and restaurants that serve food will also be included in the ban, as will all forms of public transport. Those Public Houses, as well as Clubs and Cocktail Bars that do not serve food, are not included within this legislature. The sale of tobacco will be restricted to outlets that have registered for the sales of these products. Those places where smoking is banned: 1. Banks. 2. Educational Facilities. 3. Health care Facilitities. 4. Laundromats. 5. Public Transportation Facilities. 6. Reception Areas. 7. Restaurants. 8. Retail food production and retailing outlets. 9. Retail service establishments. 10. Retail stores. 11. Shopping Malls. 12. Sports arenas. 13. Theatres and Cinemas. 14. Waiting Rooms. A private residence is not a public place, unless it is used as a child care, adult day care, or health facility. |

Current: Smoking regulations are to be determined by local governments.
Proposed: Smoking is legal everywhere, at the discretion of the property owner. However, service/employer property owners that allow smoking must provide a separate non-smoking section.

Message | Agree in general, but on some points I think it is too strict. What do you understand as "public places" ?? I'll not vote for this unless this is more specified. And in the buildings were it is banned there should be a private smoke space, where they don't bother non-smokers. And I also disagree with the proposal to prohibit children to buy it. Things that are "forbidden" only become more attractive, what is exactly what we must avoid. |

Message | Public places are designated as: an enclosed area in which the public are invited or in which the public are permitted, including, but not limited to, banks, bars, educational facilities, health care facilities, laundromats, public transportation facilities, reception areas, restaurants, retail food production and marketing outlets, retail service establishments, retail stores, shopping malls, sports arenas, theatres, cinemas and waiting rooms. A private residence is not a public place, unless it is used as a child care, adult day care, or health facility. It is also impossible to contain tobacco smoke in certain areas, and within those areas listed above it will be banned. It would also be rediculous to allow children to purchase tobacco materials. This law is meant to assist in improving public health, not allowing all in sundry to purchase harmful materials. |

Message | Disagree with that too. Makes me think of that in New Yorlk USA bars pubs etc. since one or a few years need a "license" to allow people to dance in these pubs/dancings etc. Now there are only a handfull of places in New York we're you're allowed to dance and they all cost hugely. But even if this point has cometh to an agreement, there still remain the other issues I mentioned above. |

Message | How about we agree that tobacco adverting should be banned and health warning should be placed on packing and pass that immediately. Afterwards we can argue the later ideas of selling to children and smoking in public. |

Message | Ok, hows about this: we allow smoking in Bars that request a licence to allow smoking, unless they serve food. Cafes, however, remain banned as they serve food, and as such help create an unhealthy atmosphere. We shall, for the moment, remove the limitation of sale to minors which can then be discussed in a second ammendment. |

Message | Even disagree with th license thing. I have the feeling it was only add extra bureaucracy. Taverns, drinking places with some limited food possibilities should also be allowed to smoke there. Restaurants, however, I agree with the prohibition. So be taverns and bars allowed + sales to minors allowed too and leave the rest, I will than back it up, this bill. |

Message | We will remove the limitation (for now) on Pubs, Bars and Clubs, as well as the sale to minors. However, the sale of foodstuffs, be they of a limited degree or full restaurant meals, should be covered in the sale legislation. So, to recap, only those public houses, cafes etc. that serve food will have the tobacco ban, those that do not will, for now, be exempt. |

Message | I would lean toward (as is what happens in most Football stadiums) that smoking is not permitted within the stadium itself (in the seating areas with the rest of the fans over-looking the pitch) but is allowed in the entrance areas, which are accessible at all times should any feel it necessary for a quick smoke. It also should stop peoples enjoyment of the game being effected by people smoking. |
