The incouragement of Vanuku Student upon completing school to serve time in some form of National Service. Civil Service will include fire Prevention, Forestry, Police, Medical, and the Governmental Depertments. Military Service will be Army, Navy, Air Force, and Marine Corps |

Old value:: All adults upon completion of schooling can be required in times of war to serve a term in the military.
Current: All adults upon completion of schooling must serve a term in the military, but can shorten their term/forego it completely by paying a certain amount of money.
Proposed: All adults upon completion of schooling must serve either a term in the military or a lesser paid term of civilian national service, at their option.
