And so, again, we find ourselves proposing a bill to restore federal spending to responsible levels after anti-government ideologues have emaciated the budget. Something I think should be apparent by now:

The "Moderate" Libertarian Party is in no way "moderate. It is ideologically disposed to the abolition of all government. It is, in reality, a party of anarchists. That's fine. That's their right. They even have a right to misrepresent their true agenda by falsely proclaiming themselves "moderate." But realize, when you're voting for MLP budgets, that you're voting for an agenda to abolish government.

Message1) From the "Head of Government" line item comes salaries not only for the Prime Minister and his staff and expenses, but also for Parliamentary staff and expenses. This is so because these expenses don't really logically fit anywhere else in the budget.

Thus, when MLP voted to strip funding from the "Head of Government," MLP in effect voted that only the wealthy should be permitted to hold either the Prime Minister's seat, or seats in Parliament. The Democratic Rationalist Party have mitigated this by continuing to pay its MPs stipends sufficient to cover their expenses. But our resources are being drained. The longer this situation holds, the more Aloria will change from a particracy to a plutocracy.

2) Aloria has no embassies, and no intelligence organization. Not only is it very difficult for President White to conduct foreign policy when his office is expected to handle all foreign policy matters itself, but our nation is actually in danger from terrorists and hostile foreign nations. We can't assess the threat level Aloria faces, because we've got no intelligence services to do it with!

3) Internal Affairs is fine. This ministry is principally responsible for conducting financial, ethical, and efficiency audits of the other ministries. They report that their funding level is adequate to do their jobs.

4) Aloria's defence is weak. (OOC: in real life Aloria would already be occupied by a foreign power with a defense budget this small.). We must strengthen it. National defense is the prime imperative of any nation.

5) Justice: the Justice Ministry is operating on funding levels set nearly a century ago. Our court dockets are full to the brim, and our federal police force is too small to accomplish its assigned goals. Even so, because we're advocating funding increases elsewhere, we're willing to compromise on funding for the Ministry of Justice for now.

6) I & T: Has enough money to sustain existing transportation networks, but construction of new roads is halted. Again, these funding levels were set several decades ago, and have not increased since.

7) Health and Social Services: Our hospitals don't have enough beds, nurses, or doctors. Our laws mandate many social services, but our budget doesn't reflect the level of social service spending we've enacted into law. This budget begins to remedy some of that problem.

8) Education and Culture: Still underfunded. We mandate tuition payments, but again, our budget doesn't have the funds to cover them.

9) Sci & Tech: Mostly this gives grants for scientific research. We don't really spend enough on this. But since the political will hasn't been there for higher priority spending, we're not advocating any increases here.

10) Food and Ag: Mainly does crop reports. It's staff is getting smaller and smaller as the years pass. Funding was set at an adequate level several decades ago, and has only dropped since.

11) Env & Tour: Who knows what they do? But they tell us if their funding is cut more, there WILL be consequences. Internal Affairs believes them.

12) T & I: We need more mediators to stave off strikes in critical industries.

MessageThis is acceptable, but we'd like to see government expenditures work their way closer to 10% of GDP or higher, girded in greater public investment in Education and Culture, Transportation and Infrastructure, and Science and Technology. There is such thing as unnecessary government interference and "crowding out", but we certainly haven't gotten there yet.
