Description[?]:

We propose that, effective immediately and either following each Census or included within that Census, a secondary linguistic list be presented and surveyed to determine the extent of multilingualism within Sekowo. This will better enable us to determine the nature of our linguistic situation, and what policies to follow as a nation concerning our linguistic heritage.

We ask that all parties survey their constituency and determine the secondary speakership of all languages listed below, as well as Welsh.

These are the percentages of Sekowan native language speakership (per the 2515 Census):
Davostana - 0.51%
English - 31.51%
French - 10.57%
Gao-Showan - 18.32%
Greek - 5.51%
Latin - 0.32%
Modern Sekowan - 13.48%
Normand - 5.54%
Paliesin - 9.53%
Other (including Welsh) - 5.19%

We expect that secondary speakership in Sekowo will fall somewhere between 50-250% (leading to a total language speakership in Sekowo of around 150-350%).

Upon passage of this bill, all parties will be required to submit their results in this thread, in a fashion similar to during the 2515 Census.

Results shall be weighted thus:
DSP - 22.5
FDP - 20.2
PUA - 15.5
NPP - 14.2
SCP - 14
USMC - 11.3
PPS - 2.2
CS - 0.1

This is completely RP, and as such there is no way to generate the numbers.
You basically decide on the numbers yourself based on what you feel constitutes your party realistically.
