MessageNo, we need ro hve the capability to fully defend our country and this would unnecessarily limit that. Most of the time all that CIDA does is counterintelligence and surveillance but there may be times when it is required to do other things and this law would put unnecessary contraints on what the government can do to defend Telamon. Think of it perhaps in the same way as out NBC deterrent, we hope never to have to use it, but we keep it as an option
