MessageWhen a government gives aid, it gains moral and political allies, not just with the country it's aiding but with the world.
When a charity gives aid, a few generous citizens get a warm fuzzy feeling.
I know which I'd prefer.

We can't rely on the few altruistic citizens to save the world - we must encourage the greedy rich to put their jealously guarded fortunes to better use through higher taxation and more foreign aid.
