Description[?]:

During the last civil war, the DSP's private dfense company unveiled a weapon called "Thors Hammer". This weapon, a high powered rail gun, was built in the partys headquarters in Kasmensai. As an experimental rail gun, it required huge amounts of energy to operate. To provide this energy, the JHI, with no consent from either national or locl government, built a highly dangerious nuclear reactor UNDER Kasmensai, without telling any other party. In doing this, they violeted all consent laws, as well as potentially hundreads of property laws. They also endangered the lives of everyone in the city, millions of Sekowans, by building an unregulated reactor.

As well as this, as part of "Operation Archduke" they also built 20 foot concrete walls under the perimeter of the city, then raised them, again with out telling federal or local government.

The JHI was protected from the legal consequences of their actions by the treaty of Terina, but as the treaty will be abolished by the time this bill finishes voting, we beleive they should be held accountable for the reckless endangerment of millions of lives, as well as the deception of the people of Sekowo.

On top of that, there has been no promise from the DSP or its companies that more secret projects are not being created. Thus we propose the following

1. A loss of 20% of the JHI's government defense contract, as a financial penalty for their illegal and potentially disasterious actions.


2. The nuclear reactor under Kasmensai be nationalised, and brought under government, not private, control.

3. An audit of current projects be undertaken, in whcih the JHI must declare all projects it is working on. Failure to declare will be seen as Purjury. If further illegal projects are being created, a further 50% of their defense contracts shall be cut, and rebidded on by other private companies.

We appreciate the long period of service by JHI as a government contractot, which is why they are being given the chance to prove they no longer produce illegal projects, before any further cuts to their contracts.

MessageFirst thing, JHI is an acronym that means Jiraiya Heavy Industries, so this bill should have been titled 'Investigation into JHI' or Investigation into Jiraiya Heavy Industries'.

Now, onto the bill itself.
JHI was not responsible for the building of Thor's hammer, nor for the Nuclear reactor or for the Kasmenai defence wall.

JHI is an aerospace company, the only thing in the war they built was Heimdall's, which were in the possesion of the DSP before the war in the first place.

As for Thor's Hammer and it's Nuclear reactor, they are no longer in Kasmenai, they were rpossessionemoved during the extensive Kasmenai modernization process a decade ago.

If JHI was not directly responsible for the construction, they would still have either known about it (they are run by the same people) or have profited from it (again run by the same people).

MessageWhile it is true that Todoro Jiraiya, the founder and president of JHI is a member of the DSP, that does not mean that he, or anyone except for those who needed to know at the time, was aware of its existence, which he was not until the civil war.

The DSP is responsible for all infrastructure in its facilities.
However as it is our land, we are free to do whatever we choose to do with it.
Beyond that, even in the event of a catastrophic meltdown (incredibly unlikely) the reactor was built deep enough and shielded enough that apart from causing a brief magnitude 5 tremor in the area, it would not affect anyone.

You don't move it underneath the city, you essentially dig it up, once it's been totally shut down and had the fuel rods removed.
