Limiting foreign aid for disaster relief only.


Resolution 1:
------------------
This resolution introduces into law that every ministry is capable in assisting towards foreign aid for humanitarian reasons. The minister of each ministry has the right to opt-out of providing aid. What is need and what will be provided to the foreign country will be decided and organized by the Minister of Foreign Affairs.


Resolution 2:
------------------
This resolution introduces into law that all ministries provide a set of guidelines of what kind of foreign aid they would be willing to provide and to be kept in reference for the Minister of Foreign Affairs in case of need.

This includes, but not limited to, Internal Affairs providing policemen, Defence providing land, sea and air transports and participating in rescue efforts, Food and Agriculture providing nutritional substitutes that does not upset the diet of the victims, etc.

We also oppose the fractioning of the government in such a way, the government must act as a unified force.

MessageThe CP recognizes DSP's opposing to the article in question.

However, the resolutions have nothing to do with fractioning of the government. The Minister of Foreign Affairs is always in change of foreign aid working together with the other ministries. I do not see any form of fractioning.

The resolutions call for teamwork in emergency foreign response, with each member providing the expertise they do best. More harm is done when sending a field doctor to construct a hospital, as opposed to sending a construction engineer with a doctor-advisor. Teamwork, in this instance, would yield better results.

Being prepared forehand benefits teamwork and will enable Sekowo to uphold an international reputation of quick organization and responsiveness.
