Description[?]:
We are all one human race, beyond petty nationalisms. It is to Lodamun's advantage to send foreign aid in order to reduce the causes of conflcit and make international friends. Aid can also open the door to trade. This bill would re-establish a small government aid agency as a pilot project, with the purpose of promoting Lodamun's values globally. No aid will be sent to foreign governments under any circumstances. Aid will be amde available to civil society organizations promoting human rights, to environmental groups and to worker-run cooperatives. No aid will be made available to countries hostile to Lodamun. |

Message | There are several reasons the proposal was chosen: 1) we expect there will be bills passed introducing social programmes, and we believe that these should have first call on the public treasury. If funds allow, we would expect to be able to move to moderate aid in the future, but spending increases should not be too sudden, and the priority must go to social programmes in Lodamun such as the new drug benefit programme. However we cannot in good conscience leae the law at "no foreign aid." That is a short-sighted and counter-productive policy, whereas we thought this one might prove acceptable to both sides in the Assembly. 2) we are attempting to avoid the pendulum effect, in which values go from one extreme to the other every time there is a change of government. There has to be change, but we are prepared to see that as incremental change, one step at a time. Thus the move from "no aid" to "tied aid." 3) the bill description lays out that the concessions demanded for aid are trade-related, but they apply especially to matters of human rights and the environment, and to promote cooperatives overseas. |

Because private investors will seldom put their own money into projects that have no realistic chance of working or into countries too corrupt and unreliable to expect the money to be used responsibly, much less repaid." |
