Food safety standards should be uniform across the nation to ensure the safety of all citizens.
Letting just anyone sell food is also unsafe. Shelf dates don't protect you against diseases and improperly labeled products. Licensing cuts down the number of unsafe products and makes sure that food is safe for consumption. This stuff goes into the body, so one should care about who is handling the products. We shouldn't put our citizens in such danger.
