"The current level of aid is all very noble, but it is done at the expense of Beiteynuese citizens, and in fact encourages dependance on Beiteynu for aid, particularly in Squibble. We should not pretend the high and indiscriminate aid we currently offer is to the benefit of people, and so we propose its restriction back to those on the continent of Squibble who will use it to progress and improve their own lives, as it was at its reintroduction at the beginning of the century."

Article 1: The Beiteynuese government shall cease funding of all foreign aid programs outside of Squibble.

Article 2: To encourage cooperaion and enterprise in Squibble, and remove the possibility of a continent dependant on Beiteynuese money, aid will henceforth be offered only to those groups/nations which are friendly to our diplomats and willing to trade fairly with us.
