Old value:: There are no laws regarding domestic animal ownership.
Current: People must register domestic animals with the local government.
Proposed: People must register domestic animals with the national government.

Message | There are several reasons that we propose this measure: 1. People who have been convicted of animal cruelty or other similar crimes should not be permitted to endanger any more creatures. Without some form of registration, this would be impossible to enforce 2. Sometimes people take on pets without any real thought to what the consequences are. Often a small pet bought for a child becomes a burden and is neglected. The point of registration is to introduce a 'thinking' period before purchasing a pet, and will allow authorities and vets to give advice on the necessary level of care 3. If a pet escapes and is identifiable, it can be returned to it's rightful owner. Equally, if an animal is abandoned, the previous owner can be traced and prosecuted. |

Message | 1. More red tape , you mean surely. To control a few freaks you set up quite a bureaucracy. 2. Undesirable interference of the state. People are responsible for keeping their pets. What's next, checking if we are feeding our pets well enough ? 3. You have to find and catch these creatures first. How does the KPF believe to organize that ? To sum up: the state has other "important priorities". |
