The DRACO bill seeks to harmonize Parliament's position with what must necessarily be the Constitutional position.

The Democratic Rationalists have long maintained that the President is authorized under his inherent powers to use Aloria's Foreign Ministry--wherein resides her intelligence agencies--in whatever manner he sees fit in operations outside of Aloria's borders for the protection of the Republic, regardless of any act of Parliament to the contrary.

MessageThe short of it is: if our intelligence agency discovers the location of a terrorist with plans to harm Aloria, current law purports to restrict the President from ordering our intelligence agencies to kill him, even if necessary to protect Aloria from his terror strike. This bill frees the intelligence agency to act in accordance with what is clearly its Constitutional duty under the circumstances.
