This bill would place caps on electricity and telephone charges made by providers to residential customers: there will be separate caps for metered, unmetered and mixed charges, such that wholly metered charges will be subject to a cap only on the energy supplied and no absolute cap, while fixed-rate charges will be capped based on occupation of homes. Electricity providers using only renewable energy will be subject to more lenient caps. |
