MessageHow will the casinos be set up? Will they need to obtain gambling licenses or permits from the government? Will they need to pay fees for those permits? Will any of their revenue be given to the government in forms of taxes, special taxes, or gifts? If added revenue can be provided to the government to better fund programs without raising taxes this is a bill worth supporting.

Until these questions are answered and intent provided it is not possible to determine the fiscal windfall.
