MessageWe see no real reason to make the changes in Art. 2, but we also see no purpose behind the current law. If it is only issued but not carried what purpose does it serve? Other than to create more government jobs and add expenses to the budget for no real purpose...

We have no issue with the change proposed in Art. 1.
